The application is called iPhoneDelivery and is available through Cydia Installer.
And therefore jailbreak is required to install.

iPhone OS 3.1 beta 2 will expire Tuesday, July 28 at 12:00 am based on the local time of your device. You will need to install iPhone OS 3.1 beta 3 in order to continue testing on your devices dedicated to iPhone OS 3.1.
